When the 341 st District Court was created in 1983, Governor Mark White appointed Judge Ender to the bench. Judge Elma Teresa Salinas Ender continues to serve as the judge of the 341 st District Court, a general jurisdiction court.

Judge Salinas Ender serves as the local administrative judge for the district courts. She has served as chair of various boards including the bail bond board, adult probation, juvenile probation, purchasing, and auditing.

The Texas Supreme Court appointed Judge Ender to the Texas Access to Justice Commission. She currently serves on the Texas Supreme Court Task Force of Foster Care, Court Improvement Project. She has served on the Committee on Judicial Ethics of the Judicial Section of the State Bar of Texas and as President of the Texas District Judges' Association. Judge Ender is involved in numerous civic and community activities.

She holds a Juris Doctor degree from St. Mary's University School of Law and a B.B.A. from University of Texas in Austin, with a major in accounting.
