ABOUT THE DISTRICT CLERK
Manuel Gutierrez is a native of Laredo, Texas and is married to the former Esther Barrera, who is employed with the Laredo Independent School District. They have three children, Monica,
Manuel Jr., and Miguel.
Manuel Gutierrez was first elected as District Clerk in 1971 and has been reelected by the voters of Webb County throughout the years. He is the Webb County elected official with the
longest record of tenure. Manuel Gutierrez brings to office the experience he has garnered throughout the years and many hours of continuing education achieved by regularly attending conferences and events
held by the County and District Clerk’s Association of Texas, among other organizations.
During his administration, he has overseen many improvements in the way the office conducts its everyday operations. One of these changes has been the computerization of the District
Clerk’s Office, where a countywide system provides a centralized location of data that can be accessed at every point of the judicial process. This, in turn, helps the office provide better service to the
community.
