THE HONORABLE ALVINO "BEN" MORALES is the judge of the County Court at Law Number One. Judge Morales was elected County Court at Law One Judge in 1998, and took office in 1999.

In 1976, he graduated from Southwest Texas State University receiving a Bachelor's degree in Political Science and History. In 1979, he received his Doctor of Jurisprudence from Thurgood Marshall School of Law. Judge Morales began his legal career in 1979, as a Staff Attorney at Texas Rural Legal. Judge Morales has resided in Laredo since 1979.

Judge Morales was appointed Associate Municipal Court Judge in 1984. He served as Municipal Court Judge from 1990 to 1998. In 1998, he was elected as Judge of County Court at Law One, and is presently presiding over his third term.

Judge Morales has served as Chairman of the Webb County Juvenile Board overlooking the Juvenile Justice Alternative Education Program (JJAEP), and the Juvenile Detention Center . He served as Juvenile Chair from 2001 to 2007, and also served as Juvenile Referee from 1996 to 1998.

He was an Assistant Webb County Attorney from 1985 to 1988. He is presently the Chairman of the Webb County Bail Bond Board.

Judge Morales is a member of the American Judge's Association and a 2005 graduate of the Texas College for Judicial Studies.
