Hot Check Restitution Program

A Message from District Attorney Joe Rubio

As your District Attorney, I am always concerned about the negative impact of hot checks upon our local economies.  Every year, both Webb and Zapata County merchants and consumers are affected by this ongoing problem.  Bad checks affect everyone by increasing costs that merchants must pass on to consumers in order to offset their losses.  Our communities also suffer due to the additional cost of law enforcement and prosecution of this white collar crime. 

In an effort to combat this problem, our office created the Hot Checks Department to assist local merchants with losses due to bad checks.  The primary goal of the program is to obtain restitution for the victim while educating the public as to how to protect themselves against these crimes.
