The following programs are available to eligible Webb County residents:

County Indigent Health Care Program (C.I.H.C.P.)
State Mandated/County Funded Program - administered locally by the county to provide basic health care services to eligible county residents.
In 1986 the State of Texas, under Chapter 61 of the Texas Health and Safety Code, passed a law that obligates counties to provide Basic Health Care Services to qualifying individuals.

ELIGIBILITY CRITERIA:
- Residency: Must be a resident of Webb County.
- Income: Cannot exceed 30% of the Federal Proverty Guidelines (FPG).
- Household Composition: Applicant + household members; excluding disqualified members.
- Resources: Homestead is exempt other resources cannot exceed $2,000 or ($3,000 if an aged or disabled person lives in the home).

Indigent Burial/Cremation Program
As per Chapter 694.002 of the Texas Health and Safety Code, counties are responsible for the proper disposition of deceased paupers.

Webb County provides assistance with direct burial / direct cremations to the family of Indigent decedents who are unable to pay for the expenses due to lack of financial means and meet established income and resource limits. There is no partial assistance available. Eligible next of kin will need to apply for services.

A direct burial or direct cremation consists of burial/cremation with no formal funeral services (i.e. embalming of body, rosary, visitation, church services, etc.). A brief ten (10) minute service is permitted at the burial site but is limited to no more than ten (10) attendees.

Emergency Medication Program
Assist eligible low-income county residents with the purchase of prescribed antibiotic/antifungal and pain medications on an emergency basis after discharge from the hospital or emergency clinic. This program is for county residents that do not have medical coverage (Medicare, Medicaid, private insurance, etc.) and who meet program income and resource limits.

Pharmaceutical Assistance Program
Pharmaceutical Assistance Programs (PAPs) are run by pharmaceutical companies to provide free or low cost medications to people who cannot afford their medications.

The Webb County Pharmaceutical Assistance Program assists county residents with completing and submitting the application(s) to apply for assitance for long-term/maintenance medication(s). directly from the pharmaceutical company/manufacturer. This program is limited to medications that are designated as available by the respective pharmaceutical companies and manufacturers.

The determination of eligibility is at the discretion of the respective pharmaceutical company. Webb County has no decision-making authority in the eligibility of an applicant or the types of medications available on these programs.
