Sworn in CeremonyElected in 2004, Webb County Commissioner Frank Sciaraffa maintains a solid commitment to the residents of Precinct 1. A life-long resident of Precinct 1, Commissioner Sciaraffa was born on March 6, 1972 and was educated at Laredo public schools. He is a proud graduate of Cigarroa High School. Prior to his election, Commissioner Sciaraffa served with distinction as a deputy sheriff in the Webb County Sheriff’s Department for eight years. On January 1, 2005, he was sworn in as Commissioner for Precinct 1. A committed public servant, Commissioner Sciaraffa has fought for the community he represents. So far, he has brought in over $33 million in funding to southern Webb County. He has also established recreational and community centers in Rio Bravo, Las Presas and other areas of the district, giving young people a safe place where they can enjoy wholesome activities and have access to computers to help them with their studies. He has also secured funding for much-needed infrastructure improvements, such as a paved road in Las Presas subdivision so that UISD school buses can safely travel as they pick up and deliver students to their homes. A strong advocate for the elderly, Sciaraffa secured over $1.1 million funding for indigent healthcare so that the most vulnerable members of the community could get the service they need. Commissioner Sciaraffa also serves on 15 different boards and commissions, most notably, as the Chairman of the South Texas Development Council and Vice-Chairman of the Border Area Nutrition Council.
 
Commissioner Sciaraffa was re-elected to his second term in 2008.
