What is Community Action?
Community Action is all about people coming together to make a real difference in their communities. It’s about local organizations and individuals teaming up to tackle challenges like poverty, lack of education, and limited access to healthcare or jobs. Through the Community Action Partnership (CAP), a nationwide network of community action agencies, we’re creating opportunities for everyone, especially those who need it most.
At its heart, Community Action is about lasting change. We work together—families, neighbors, service providers—to find solutions to the issues that matter most in our communities. Whether it's programs for job training, affordable housing, healthcare, or nutrition, CAP is all about empowering individuals to become self-sufficient and thrive.
From providing essential services to offering financial support and building strong community networks, our goal is simple: to break the cycle of poverty and create long-term stability. When we work together, we create stronger, more resilient neighborhoods where everyone has the resources to succeed.
Webb County Community Action is proud to be part of this nationwide partnership, which includes over 70 community action agencies across Texas. We’re committed to making a difference in our community, building empowerment, and ensuring everyone has the chance to grow, contribute, and help make our neighborhood a better place for all!
Services
• El Aguila Rural Transit: El Aguila Rural Transit is a transportation service designed to bridge the gap in rural communities where reliable public transit is often lacking. We provide safe, affordable, and efficient transportation to help individuals access essential services like healthcare, education, employment, and social programs.
With scheduled routes and on-demand rides, El Águila ensures that people, particularly seniors, individuals with disabilities, and low-income families, can easily reach their destinations—whether for routine errands, medical appointments, or important events.
Our service plays a crucial role in improving mobility for residents in underserved rural areas, helping them stay connected and thrive. By providing these transportation options, we contribute to greater independence and inclusion, ensuring that rural residents aren't left behind due to geographic isolation. El Águila is here to make sure everyone has the opportunity to access the resources and services they need.
• Advancing Communities - Grant Writing Assistance Program: Our Advancing Communities - Grant Writing Assistance Program is designed to offer professional grant-writing support to non-profit organizations and community-based groups within Webb County. This initiative seeks to empower local organizations by providing expert guidance, resources, and assistance in crafting competitive grant proposals to secure funding for their programs and services.
• Meals-on-Wheels/Elderly Nutrition Program: The Meals-on-Wheels Program is a vital service that ensures seniors and individuals with disabilities receive nutritious meals, whether at home or in group settings. This program is supported by two key funding sources: the state-funded Meals-on-Wheels Program and the locally funded Elderly Nutrition Program. Both programs are dedicated to improving the well-being of seniors, but each serves different needs and is funded through different channels.
o Meals-on-Wheels Program: The Meals-on-Wheels Program (state-funded) provides home-delivered, nutritious meals to seniors and individuals with disabilities who are unable to prepare meals for themselves. This service helps combat food insecurity and ensures that seniors stay healthy and independent in their own homes. The dedicated staff ensure that each meal is delivered with care and timely service. By offering this essential service, this program offers a personal connection to the community, contributing to the well-being of seniors and enhancing their quality of life.
o Elderly Nutrition Program: The Elderly Nutrition Program (locally funded) offers congregate meals at Webb County’s participating community centers, providing seniors with healthy meals in a social setting. This program helps combat isolation, as seniors can enjoy nutritious meals while interacting with others. It promotes both physical health and social engagement, which are essential for maintaining well-being. Participating centers include the Fernando Salinas Community Center, Larga Vista Community Center, Santa Teresita Community Center, Fred & Anita Bruni (Penitas) Community Center, Ernesto J. Salinas (Mirando) Community Center, Las Presas Community Center, El Cenizo Community Center, Rio Bravo Community Center, Bruni Community Center, and the LULAC Haven Housing. Local funding ensures that these meal sites are available to seniors, helping them stay active, connected, and nourished.
• Self-Help Center: The Self-Help Center is dedicated to empowering residents of five local colonias—San Carlos 1, San Carlos 2, Ranchitos 359 East, Pueblo Nuevo, and Bruni—with resources that help improve their quality of life. We offer a variety of essential services to support individuals and families in these communities.
Services include computer and internet access, as well as Wi-Fi to ensure residents can stay connected for work, education, and personal needs. The center also features a tool lending library, allowing individuals to borrow tools for home improvement projects. For those in need of housing assistance, the center provides vital services like home rehabilitation, home reconstruction, and even new home construction, helping families improve or secure stable housing.
By providing these resources, the Self-Help Center helps residents gain the skills and support they need to enhance their homes, build stronger connections, and become more self-sufficient. We aim to create lasting change in our communities by offering the tools for individuals to take control of their living conditions and build better futures for themselves and their families.
• Social Services: The Social Services programs are designed to support families and individuals in need. This includes assistance with energy bill payments to help alleviate financial burdens. Our case management services are focused on transitioning individuals and families out of poverty by providing personalized support and resources. We work closely with clients to create actionable plans that address their unique challenges and empower them toward self-sufficiency. Our goal is to ensure that everyone has access to the support they need to build a better future.
