Honorable Monica Z. Notzon was born and raised in Laredo, Texas. In 1984 she attended Mount Vernon College in Washington D.C. She was then awarded her Bachelor of Arts, Magna Cum Laude in 1987 from St. Mary’s University in San Antonio, Texas. She earned her Juris
Doctorate in 1990 from St. Mary’s University School of Law. At 23 years old she began to work at the Webb County District Attorney’s office. She worked hard in building her reputation as a fair and dedicated prosecutor, often working weekends while raising two daughters. In 1995, she was the first woman
to be appointed First Assistant District Attorney. After 10 years of public service at the D.A.’s office, she began her solo practice in the year 2000 practicing both criminal and civil litigation. She also became a licensed U.S. Customs Broker, received her license to practice law in the Court of International
Trade and became a Certified Family Mediator. During this period, she had a third child, her son.
Her work ethic also shows through in the countless hours she has volunteered in charitable organizations over the years such as The Children’s Advocacy Center, The Laredo Center for the Arts, The Domestic Violence Coalition, The Ruth B. Cowl Rehabilitation Center, Muscular
Dystrophy Association, Public Television, The International Good Neighbor Council, The Webb County Bar Association, St. Mary’s Alumni Association, and St. Patrick’s Parish just to name a few.
In the year 2010, she was elected by the voters of Webb County as Judge of the 111th District Court. With over 20 years of legal experience, her readiness for the bench was apparent from day one. In her first term, Judge Notzon implemented a new case management system
for the 111th District Court, which has allowed her to dispose of over 3,500 cases including criminal, civil and family law. After only one year on the bench, she was selected by her peers to be the Administrative Judge for the District Courts of the county. In her second year on the bench, she piloted a
Mental Health Court, bringing a service that has been long overdue in Webb County. Her continued efforts to fund and sustain this court bring to light the importance of this type of specialty court for the county. During her third year, she spearheaded a Pro Se Divorce docket with her fellow judges.
These are cases wherein parties elect to represent themselves for various reasons. The number of pro se divorces filed in Webb County has grown at a rapid rate, necessitating the attention of the Judges.
“It has been my honor and privilege to serve as a 111th District Court Judge for the county of Webb,” Judge Notzon said. “Serving our community in this capacity has been my life’s goal and I am committed to continuing to serve as a fair and impartial judge.”
