The Housing Preservation Grant Project will be coordinated with the existing CEDAP Project that is providing for house-to-line connections with mitigation of septic or cesspool wastewater disposal systems. Webb County shall use 10% or $10,000 for administrative costs. A contract extension was granted by the funding agency until March 31st, 2013.

The Webb County Volunteer Fire Department’s identified operational needs include the recruitment of new volunteer firefighters and retention of current volunteer firefighters to be assigned to and operate the two new fire substations designated for the northern and central sectors of rural Webb County. The proposed Webb County Recruitment and Retention Program shall include the employment of a Volunteer Firefighter Recruitment and Retention Coordinator that shall be responsible for finalizing and implementing a Recruitment and Retention Plan including the development and implementation of a staffing needs assessment. The Volunteer Firefighter Recruitment and Retention Coordinator will finalize the volunteer fire department’s standard operating procedures –SOP that will establish that all funded DHS activities shall be dispersed in accordance and governed by the Standard Operating Procedures (SOP). Webb County proposes that the DHS fund the Volunteer Firefighter Recruitment and Retention Coordinator during the 1st and 2nd program years and Webb County shall provide funding for this position for the remaining two (2) program years for a total County match of $84,000 (total salary and fringe for 2 years).
The proposed Webb County Recruitment and Retention Program further includes incentives which are incorporated in the preliminary recruitment and retention plan such as an insurance package including Accidental Death and Dismemberment (AD & D), disability, health, death and life insurance, reimbursement to members while attending basic training for mileage, lodging and per diem, fuel reimbursement for responding to incidents, comprehensive screening including physical/psychological examinations consistent with NFPA 1582, and turnout gear for new recruits. Volunteer Firefighter eligibility for DHS funded incentives shall be established by the SOP.
The purpose of offering the proposed incentives is to retain current volunteers and to attract new volunteers with desired benefits that they otherwise could not financially afford. Also included are marketing program costs to implement marketing objectives outlined in the preliminary recruitment and retention plan which include recruitment advertisements in television, radio, internet and newspaper media marketing. Marketing costs include but are not limited to the development of recruitment brochures, videos, posters and flyers.
