1. Webb County Colonia Construction Project - Housing Rehabilitation

This project will provide low to very low income households in Colonia Pueblo Nuevo located in east Webb County adjacent to State Highway 359 with financial assistance for the rehabilitation of substandard homes. Recently, Colonia Pueblo Nuevo has had basic services – water and sewer facilities installed through a Texas Water Development Board funded Economically Distressed Areas Program (EDAP) Project. With this provision of water and sewer services that satisfies the basic requirement for any housing rehabilitation activity, Webb County is able to propose for the first time, needed housing rehabilitation activities for this colonia. This project shall rehabilitate seventeen (17) homes in Colonia Pueblo Nuevo located adjacent to State Highway 359. Webb County is proposing to rehabilitate these homes at $26,500 ($25,000 Hard Costs, $1,500 Soft Costs) per home in forgivable loans.

2. Environmental Education and Training Project (Plastic Bags Initiative)

This project is to be implemented in partnership with the Rio Grande International Study Center for the purpose of conducting Environmental Education and Training activities within Webb County for the phasing out of the use of plastic bags.

3. 2012-2016 Webb County Self-Help Center - TDHCA - Office of Colonia Initiatives

The Webb County Self-Help Center provides housing and community services for the State Highway 359 service area which consists of five colonias. A recent addition to the service area colonias is Colona Pueblo Nuevo. Housing activities include housing rehabilitation, housing reconstruction, new housing construction and home repair.

4. PY 2013 Community Service Block Grant (CSBG) - Webb County Community Action Agency

The Community Services Block Grant (CSBG) provides funding for services provided by the Webb County Community Action Agency to alleviate the causes and conditions of poverty at the community level. Funds from this grant are primarily used for the provision of services such as utility and rent assistance for eligible clients in need. Funds may also be used to provide all types of assistance such as employment training, education, income management, housing, nutrition, emergency services, and health assistance. Beneficiaries are low-income individuals that may be unemployed or receiving public assistance, including Temporary Assistance for Needy Families (TANF), at-risk youth, custodial and non-custodial parents, residents of public housing, persons with disabilities, persons who are homeless, and individuals transitioning from incarceration into the community. Funds were also used for the administration of these service based programs.

The Comprehensive Energy Assistance Program (CEAP) provides heating and cooling home energy utility assistance for eligible clients in need. Application intake, income verification, and all client services are handled by the Webb County Community Action Agency. Beneficiaries are low-income individuals that may be unemployed or receiving public assistance, including Temporary Assistance for Needy Families (TANF), at-risk youth, custodial and non-custodial parents, residents of public housing, persons with disabilities, persons who are homeless, and individuals transitioning from incarceration into the community. Funds will also be used for the administration of this service based program of the Webb County Community Action Agency.

The Amy Young Barrier Removal Program provides up to $20,000 to Persons with Disabilities, whose household income does not exceed 80% of the Area Median Family Income for home modifications necessary for accessibility and the elimination of hazardous conditions. Program beneficiaries may be tenants or homeowners and their household members with disabilities. Webb County will utilize grant funds to assist five (5) colonia households ($100,000) with a qualifying member with disabilities. *Webb County has the option to reapply for an additional $100,000.00 after completing the five (5) home modifications.

The Meals on Wheels Program has been in existence for well over 40 years and proudly delivers meals to more than 300 homebound elderly or disabled Webb County residents on a daily basis. The Meals On Wheels Program also provide human contact, conversations and a connection to the outside world that many of our aged neighbors would lack without MOW staff daily visits. Last year, Meals on Wheels delivered more than 90,000 hot nutritious ready to eat meals (and as many warm smiles) to seniors across Laredo and Webb County.
