Organization
The Purchasing Department is a fundamental operation for Webb County. The Purchasing Agent is employed by the Webb County Purchasing Board as per Local Government Code, Section 262.011 (Purchasing Agents) and protects the interest of the Webb County taxpayers. The Purchasing Agent for Webb County is responsible for ensuring fair and equitable treatment to all suppliers without regard to political pressure.
The Purchasing Agent for Webb County is charged with the responsibility of purchasing all supplies, materials, equipment required or used, and contracts for all repairs to property used by the county and supervises all purchases made on competitive bid both informally and formally.
The Purchasing Agent maintains surplus inventory and disposes of all excess, obsolete or unserviceable equipment through online public sales or other auctions as provided by law and authorized through Commissioners Court.

• To provide the best service possible to all county departments in a fair and equitable manner.
• To ensure an atmosphere of equality to all suppliers without regard to undue influence or political pressures.
• To protect the interests of the Webb County tax payers in all expenditures.
Bidding Procedures
Webb County advertises all formal solicitations for Invitations to Bid, Request for Proposals and Request for Qualifications in the Laredo Morning Times typically on Sunday of each week. The total value of each bid is estimated at $50,000 or more.
The Webb County Purchasing Department is open Monday-Friday from 8:00 a.m. through 5:00 p.m. and is located at 1001 Washington Street, Suite 101, Laredo, Texas 78040.
Bids are opened in an open forum at 1001 Washington Street, Suite 101, Laredo, Texas at the Webb County Purchasing Department at the time stated in the bid solicitation document. Suppliers are welcome (but not required) to attend Bid Openings.
Commissioners Court award contracts resulting from bid solicitations during the regularly scheduled Monday meetings (Second and Last Monday of each month).

Certification of Eligibility
By submitting a response to a solicitation, the Respondent certifies that at the time of submission, they are not on the Federal Government's list of suspended, ineligible, or debarred entities.
In the event of placement on the list between the time of proposal submission and time of award, the Respondent will notify the Webb County Purchasing Agent. Failure to do so may result in terminating the contract for default.
RELATING TO STATE CONTRACT WITH AND INVESTMENTS IN COMPANIES THAT BOYCOTT ISRAEL AND INVESTMENTS IN COMPANIES THAT DO BUSINESS WITH IRAN, SUDAN, OR ANY KNOWN FOREIGN TERRORIST ORGANIZATIONS
Effective September 1, 2017, Contractor/Vendor must verify that it/he/she does not boycott Israel and will not boycott Israel during the term of any contract. The term "boycott Israel" is defined by Texas Government Code Section 808.001. Contractor/Vendor further must verify that it/he/she is not engaged in business with Iran, Sudan, or any foreign terrorist organization. The term "foreign terrorist organization: means an organization designated as a foreign terrorist organization by the United States Secretary of State as authorized by 8 U.S.C Section 1189.
Disclosure of Interested Parties
By submitting a response to a solicitation, the Respondent agrees to comply with HB1295, Government Code 2252.908. Respondent agrees to provide Webb County Purchasing Agent, and/or requesting department, the "Certificate of Interested Parties," Form 1295 as required, within ten (10) business days from notification of pending award, renewal, amended or extended contract.

Webb County – Code of Ethics Policy
Webb County requires ethical conduct from those who represent the County and those who do business with the County. County Procurement Employees and any County Official involved in the procurement process must discharge their duties impartially to assure fair and competitive access to governmental procurement by responsible vendors/contractors. Moreover, they should conduct themselves in such a manner as to foster public confidence in the integrity of the Webb County Purchasing Department. County employees and Elected Officials will avoid the appearance of unethical or compromising practices in relationships, actions, and communications related to the procurement process. It is a breach of public trust to circumvent the County procurement process, whether by bribes, kickbacks, preferential treatment, or any other means. To promote ethical procurement practices, the County is adopting the Purchasing Code of Ethics herein.
